India’s Directorate General of Trade Remedies, an entity under the Ministry of Commerce and Industry, has terminated an anti-dumping probe into solar cells coming from China, Thailand, and Vietnam as domestic manufacturers withdraw the application.

The Directorate General of Trade Remedies (DGTR) under the commerce ministry stated the Indian manufacturers provided sufficient evidence to warrant the initiation of an investigation into the alleged dumping of solar cells. The investigation will aim to determine the existence, degree and effect of the dumping and recommend an amount of anti-dumping duty to offset the material injury to domestic manufacturers.

The Directorate-General of Trade Remedies has called a meeting of concerned parties as it considers whether to extend the duty on solar cells.

India needs a manufacturing policy that is scalable, secure, strategical and supportive and promotes both the growth and spread of solar while protecting the interests of domestic manufacturers.

The last 10 years have seen India emerge as a solar superpower, setting an example from which many emerging countries in Africa and Southeast Asia are eager to learn.

At the World Trade Organization’s Safeguard Committee Meeting, the European Union and Japan found that India’s safeguard measures on imported solar PV cells and modules need further investigation, and must be more conclusive. India replied, saying it has nothing to add.

Dhruv Sharma, Governing Council Member, Indian Solar Manufacturers Association (ISMA) told pv magazine about the recent anti-dumping petition withdrawal. He mentioned that ISMA is, however, anticipating safeguard petition completion that aims to protect domestic manufacturing.

On the request of the Indian Solar Manufacturers Association (ISMA), the Directorate-General of Anti-Dumping & Allied Duties have terminated the ongoing petition into imported solar cells. Dharmendra Kumar, an analyst at IHS Markit, told pv magazine that ISMA will re-file this petition in April.

India is planning to impose a safeguard duty this year to protect its domestic solar manufacturing sector. Many in the industry earnestly believe that if such duties were to be imposed, then a slowing down in market growth would be inevitable. However, the Indian Solar Manufacturers Association (ISMA) believes this will not be the case. Either way, this duty has created unwanted uncertainty in the market.
