The Solar Energy Corporation of India Limited (SECI), on behalf of the Ministry of Home Affairs (MHA), has invited proposals to develop a cumulative 50 MW of grid-connected rooftop solar PV (RTSPV) capacity on the buildings owned by various Central Armed Police Forces under the MHA. The selected developers will install the projects on a ‘build-own-operate’ basis to supply solar power to MHA organizations.

The SECI will also empanel the successful developers for government organizations other than the MHA at the tariffs discovered through this tender.

The SECI is acting as the bidding and empanelling agency for the selection and empanelment of project developers for rooftop solar projects on various buildings under the MHA and other organizations.

The successful developer will set up the projects under the RESCO mode, as defined by the ministry of new and renewable energy (MNRE). The scope of work includes obtaining a no-objection certificate from the electricity distribution company for grid connectivity, complete design, engineering, supply, storage, civil work, erection, testing, and commissioning of the solar project. The developer will also provide project operation and maintenance support for the power purchase agreement (PPA) term. The developer is also responsible for obtaining net-metering and grid connectivity for the project.

Developers must bid for a minimum of 1 MW and a maximum of 10 MW, with each project size being between 100 kW to 500 kW. The maximum capacity to be allocated to a single developer is 10 MW.
