Following the trend of utilities embracing floating solar in India, Haryana Power Generation Corporation Limited (HPGCL) has issued a tender for a 10 MW facility at the reservoir of the Rajiv Gandhi Thermal Power Plant in Hisar, Haryana. The successful developer will stay on as an operator.
To be eligible, interested developers must have experience in the design, supply, installation, commissioning and operation of single-order capacity floating, canal or ground-mounted solar plants in India of 4 MW capacity; experience with two orders with a capacity of 3 MW each; or three orders of 2 MW each.
HPGCL would provide the site for free and the successful developer would sell power to the utility at a fixed levelized tariff for 25 years. After completion of the tenure agreement, the plant would become the property of HPGCL.
Elsewhere in India, state-owned power company NTPC has invited bids for the development of a grid-connected 20 MW floating solar project at the utility’s Anta Gas Power Station in Rajasthan. Solar cells and modules for the project can be sourced from anywhere.
The scope of works in the NTPC project includes design, engineering, manufacturing, supply, packing and forwarding, transportation, unloading, storage, installation and commissioning. The successful bidder would also be responsible for operation and maintenance of the plant and power evacuation system for three years from the date of successful completion of a trial run.
The selection of developers will be made through international competitive bidding and the deadline for the receipt of bids – both techno-commercial and price – is on Wednesday, February 13. Techno-commercial bids will be opened on Thursday with the date for a reverse auction to be set later.
NTPC has also tendered for a 15 MW floating solar plant in Himachal Pradesh. The installation would be at the utility’s Koldam Hydroelectric Power Project in Bilaspur district. The project would be awarded based on international competitive bidding followed by a reverse auction and the deadline for bid submission is on February 25, with bids to be opened a day later.
