The Ministry of New and Renewable Energy collaborates with potential countries in the field of Renewable Energy including Solar Energy, Wind Energy, Green Hydrogen, Storage, Grid integration etc.
Through various mechanisms such as Memorandums of Understanding(MoU), Letters of Intent(LoI), Joint Declarations of Intent(JDI), Energy Dialogues and Partnerships. The modalities of collaboration in the various domains of the Renewable Energy sector include exchanging policies, capacity building and lessons learned, exchange of personnel for training, exchange of scientific information, organization of workshops, seminars and working group meetings, development of joint research or technical projects on subjects of mutual interest. In this process, there is extensive engagement with the officials of foreign Governments and private industries to facilitate partnerships.
The Ministry and its institutes have entered into collaboration with foreign Governments, Institutes and other international organizations which include Australia, Bangladesh, Belarus, Bhutan, Brazil, Canada, Chile Denmark, Dominican Republic, Egypt, Finland, France, Germany, Greece, Guinea, Iceland, Indonesia, Iran, Italy, Japan, Jordan, Mexico, Netherlands, Nigeria, Peru, Portugal, Rwanda, Saudi Arabia, Scotland, Seychelles, Sweden, Sri Lanka, Tajikistan, Thailand, UAE, United Kingdom, Uruguay, USA, Uzbekistan, India-Brazil-South Africa (IBSA) Trilateral Forum and the International Renewable Energy Agency (IRENA).
The reforms undertaken by the Government to modernise India’s renewable energy legislation, services and sectoral governance are given at Annexure.
The Government has taken several measures to promote technological or operational improvements, which inter-alia include:
(a) Support to research, development and demonstration of new renewable energy technologies, components and systems.
(b) Implementation of quality assurance mechanisms through Standard & Labelling programmes.
(c) Issuance of Quality Control Orders.
(d) Issuance of Approved List of Models and Manufacturers (ALMM) for solar PV and Wind Turbines.
(e) Issuance of Standard Bidding Guidelines for tariff based competitive bidding process for procurement of Power from Grid Connected Solar, Wind, Wind- Solar Hybrid and Firm & Dispatchable Renewable Energy (FDRE) projects.
The Government has taken several steps to strengthen digitalisation, green innovation and sustainable practices across renewable energy projects. These include adoption of digital application and project monitoring platforms under PM Surya Ghar: Muft Bijli Yojana and PM-KUSUM Schemes and use of advanced resource assessment, digital mapping and geospatial tools for improved site selection and optimisation of renewable energy projects. In addition, measures have been taken to enhance operational efficiency, transparency and accountability through digital platforms, streamlined regulatory processes and standards aimed at improving long- term sustainability and resilience of renewable energy projects.
Annexure
Reforms undertaken by the Government to modernise India’s renewable energy legislation, services and sectoral governance
1. MNRE has issued Bidding Trajectory for issuance of RE power procurement bids of 50 GW/annum by Renewable Energy Implementing Agencies (REIAs) [REIAs: Solar Energy Corporation of India Limited (SECI, NTPC Limited, NHPC Limited, SJVN Limited) from FY 2023-24 to FY 2027-28.
2. Foreign Direct Investment (FDI) has been permitted up to 100 percent under the automatic route.
3. Waiver of Inter State Transmission System (ISTS) charges for Renewable Energy projects.
4. Renewable Consumption Obligation (RCO) trajectory has been notified till 2029- 30.
5. Standard Bidding Guidelines for tariff based competitive bidding process for procurement of Power from Grid Connected Solar, Wind, Wind-Solar Hybrid and Firm & Dispatchable RE (FDRE) projects have been issued.
6. Scheme for setting up of Solar Parks and Ultra Mega Solar Power projects is being implemented to provide land and transmission to RE developers for installation of RE projects at large scale.
7. Laying of new transmission lines and creating new sub-station capacity has been financially supported under the Green Energy Corridor Scheme for evacuation of renewable power.
8. Electricity (Rights of Consumers) Rules, 2020 has been issued for net-metering up to five hundred Kilowatt or up to the electrical sanctioned load, whichever is lower.
9. National Repowering and Life Extension Policy for Wind Power Projects, 2023 has been issued.
10. The Offshore Wind Energy Lease Rules, 2023 have been notified vide Ministry of External Affairs notification dated 19th December 2023, to regulate the grant of lease of offshore areas for development of offshore wind energy projects.
11. Standard & Labelling (S&L) programs for Solar Photovoltaic modules and Grid- connected Solar Inverters have been launched.
12. The Electricity (Late Payment Surcharge and related matters) Rules (LPS rules) have been notified.
13. Electricity (Promoting Renewable Energy Through Green Energy Open Access) Rules, 2022, has been notified on 06th June 2022 with objective of ensuring access to affordable, reliable, and sustainable green energy for all. Green Energy Open Access is allowed to any consumer with contract demand of 100 kW or above through single or multiple single connection aggregating Hundred kW or more located in same electricity division of a distribution licensee.
14. Green Term Ahead Market (GTAM) has been launched to facilitate sale of Renewable Energy Power through exchanges.
15. Government has issued orders that power shall be dispatched against Letter of Credit (LC) or advance payment to ensure timely payment by distribution licensees to RE generators.
