Haryana tenders 25 MW farmland solar under PM KUSUM

Haryana power Discoms Uttar Haryana Bijli Vitran Nigam (UHBVN) and Dakshin Haryana Bijli Vitran Nigam (DHBVN) have invited substation-wise expression of interest from individual farmers or groups of farmers for setting up of decentralized, grid-connected, ground-/stilt-mounted solar power plants of capacity 500 KW to 2 MW under PM KUSUM Scheme.

The plants are to be connected to respective 33/11 KV substations of rural areas notified by Haryana Discoms, and installed preferably within 5 km radius of the substations.

Commissioning period is 9 months from the award of contract.

The UHBVN and DHBVN shall sign power purchase agreements with successful generators for a period of 25 years. Tariff payable is prefixed at Rs 3.11/KWh. In case the aggregate capacity offered by applicants is more than the notified capacity for a particular sub-station, bidding route will be followed by Discoms to select the solar power generator and in such cases the pre-fixed levelized tariff will be the ceiling tariff for bidding.

Eligibility

Farmers, group of farmers, cooperatives, panchayats, farmer producer organisations or water user associations that have their own land or have land lease agreement shall be eligible for participating under this scheme and will be treated as solar power generators.

The plants may be developed preferably by farmers utilising their barren and uncultivable land. Cultivable land may also be used if crops can be grown below the stilts.

In case the farmers are not able to arrange the equity required, they can opt for installing the solar power plant through developers. In such a case, the land owner will get lease rent as mutually agreed between the parties. The net worth of the developer setting up solar power plant on leased land should not be less than Rs 1 crore per MW (of the applied capacity).

An applicant will not be allowed to apply for more than one solar power plant for a particular 33/11kV substation.
