Indian Railways tenders 32.56 MWp rooftop solar

Railway Energy Management Company, on behalf of Indian Railways, has invited bids for setting up 32.56 MWp of grid-connected rooftop solar systems at office buildings, railway stations and other establishments of various Zonal Railways. The projects will be set up under public-private partnership on ‘design-build-finance-operate-transfer’ basis.

The successful developer will be responsible for design, engineering, procurement, erection (including civil and structural works), installation, testing and commissioning of the solar plant. It shall also provide operation and maintenance support for a period of 25 years.

The systems—in individual capacities of 25 KW or greater—shall come up at 117 locations of four zonal railways—Eastern (5144.6 KW), North Central (2646 KW), North Frontier (2310 KW) and Northern—(12476.8 KW)—and coach production units in Kapurthala (3 MW) and Raebareli (7 MW).

A single developer can bid for any or all zonal railways and/or for group of zonal railways. However, it must bid for the full quoted capacity of the particular zonal railways and not part capacity.

The zonal railways for which the developer is issued the Letter of Award will sign power purchase agreement (PPA) for a period of 25 years. If the bidder is awarded with work for multiple Zonal Railways, separate PPAs will be signed for the respective aggregated capacities.

Technical requirements

The total solar array capacity should not be less than the allocated capacity (KWp) and should comprise solar crystalline modules of minimum 300 Wp.

No central financial assistance will be provided either by the Ministry of New and Renewable Energy or Railways.  Developers are free to use India make or foreign make modules, provided these qualify to the latest edition of relevant IEC module qualification test (IEC 61215) or equivalent BIS standards (IS14286). In addition, the modules must conform to IEC 61730 requirements for construction and testing, or equivalent Indian Standards.
