The Public Health Engineering Department, Government of Rajasthan, has decided to install solar-based bore well water pumping systems in various villages and towns of Jaipur district with a view to provide potable drinking water in far flung rural areas having no electricity or erratic power supply. The work is to be completed within 9 months from the award of contract.
The department will provide the required land and bore well as per the plant requirement.
The selected bidder shall be responsible for designing, providing, installation and commissioning of the solar pumping systems. It shall also provide comprehensive operation and maintenance for a period of seven years.
Before taking up the entire work, the bidder is required to complete and commission one plant as a model plant as per directions of the additional chief engineer concerned, and get the approval.
To be eligible, the bidder must be either an indigenous manufacturer of solar modules or a manufacturer of submersible pump set or a system integrator (having experience of providing, installation and commissioning of solar panels and solar energy operated pumps for drinking water purpose).
It shall produce a latest satisfactory test report for the complete solar water pumping system having pump capacity of minimum 2.21 KW—maximum capacity of solar pumps in the scope of the work tendered—issued by the Ministry of New and Renewable Energy (MNRE) or MNRE accredited test centers.
The solar pumping system should be operated with a PV array capacity in the range of 200 Wp to 10,000 Wp, measured under standard test conditions (STC). Sufficient number of modules in series and parallel could be used to obtain the required PV array power output. The power output of individual PV modules used in the PV array, under STC, should be a minimum of 125 Wp, with adequate provision for measurement tolerances. Use of PV modules with higher power output is preferred.
The complete solar pumping system must be warranted for a period of minimum seven years from the date of successful installation and commissioning.
