AM Green, VOC Port Authority partner to develop green ammonia bunkering hub in Tuticorin
AM Green, an Indian green hydrogen and ammonia developer, has signed a memorandum of understanding (MoU) with V.O. Chidambaranar Port Authority (VOCPA), a major port under the Ministry of Ports, Shipping and Waterways, Government of India, to jointly develop VOC Port in Tuticorin, Tamil Nadu, as a green ammonia production and bunkering hub.
AM Green and VOCPA plan to develop up to 200,000 tonnes per annum (tpa) of green ammonia bunkering capacity by 2029-30, backed by an estimated investment of INR 2,000 crore. The partners also aim to expand capacity to 500,000 tpa by 2035, with total investment rising to INR 5,000 crore, subject to market demand and the pace of adoption of low-carbon marine fuels.
AM Green and VOCPA will explore pilot bunkering operations and jointly develop the infrastructure required to facilitate green ammonia bunkering, aligned with international best practices.
The agreement also supports AM Green’s commitment to develop a 1 MTPA green ammonia production facility in proximity to the port, with an investment of INR 15,000 crore, for which VOCPA will provide active support. AM Green has already completed a significant portion of the land acquisition for the green hydrogen-ammonia complex.
The project will also require INR 35,000 crore worth of investment in renewable power generation. This development aligns with AM Green’s target to develop more than 4 MTPA of green ammonia production capacity across India by 2030.
The partnership combines AM Green’s large-scale green ammonia production capabilities with VOCPA’s experience in handling liquid ammonia and its designation as a National Green Hydrogen Hub.
By leveraging Tuticorin’s strategic location, established port infrastructure, and growing industrial ecosystem, the partnership seeks to create a globally competitive green fuels hub that can serve both domestic and international markets.
“Tuticorin is a natural gateway for India’s green ammonia bunkering future. VOC Port’s existing ammonia infrastructure, its Green Hydrogen Hub designation, and its connectivity to global shipping lanes make this partnership a critical building block in AM Green’s pan-India commercialisation strategy. Together, we aim to position India — and VOC Port — at the centre of the global green maritime fuel supply chain,” said Gautam Reddy Kumbam, CEO, AM Green.
“VOC Port has long been a cornerstone of India’s ammonia supply chain, and this partnership with AM Green is a natural next step in our journey towards becoming a world-class green fuels hub,” said Susanta Kumar Nath, Chairman, V.O. ChidambaranarPort Authority. “We are committed to providing the infrastructure, facilitation, and institutional support needed to make Tuticorin a leading destination for green ammonia bunkering and export, and we look forward to working with AM Green to realise this shared vision.”
AMG, promoted by founders of Greenko Group, is building globally differentiated platforms across molecules, materials, and AI technologies to enable industrial decarbonization & competitive tokenization at scale. It is developing low-carbon ammonia projects across multiple locations in India with a goal to reach 5 MTPA of green ammonia capacity. Its currently under construction 1 MTPA green ammonia plant will be one of the world’s largest RFNBO compliant green ammonia facilities, supporting efforts to achieve net zero targets both in India and global markets.
AMG is also developing production capabilities for other net zero molecules and chemicals including green caustic soda, e-methanol, olefins & biofuels including sustainable aviation fuel for decarbonization in hard-to-abate industries.
