Kerala State Electricity Board Ltd has invited bids for setting up of various capacities of grid-connected rooftop/ground-mounted solar PV systems aggregating to 200 MWp across the state.

The plants shall come up within consumer premises, at locations identified by the board.

Of the total capacity, 50 MWp is tendered under engineering, procurement and construction (EPC) basis and 150 MWp under tariff basis.

The scope of work includes the design, supply, installation, testing and commissioning of the plants during 2019-20—and supply of power for 25 years in case of tariff basis. The selected bidder shall also provide operation and maintenance of the plant for the duration as applicable.

Bids can be made for plant sizes of 10 KWp or smaller, 11-100 KWp, above 100 KWp and combinations thereof. The minimum capacity to be installed at a single location is 2 KW.

The plants must be commissioned within 6 months from the start date of construction.

For EPC projects, the minimum bid capacity is 5 MWp and maximum 50 MWp (combined for all plant categories). The selected bidder shall provide O&M of the plant for a period of 2 years from the date of commercial operation.

Tariff ceiling is fixed at Rs 51,500 for plant sizes of 10 KWp or smaller, Rs 45,500 for 11-100 KWp, and Rs 42,500 for plants above 100 KWp.

For tariff based projects, the minimum bid capacity is 5 MWp and maximum 150 MWp (combined for all plant categories). The selected bidder shall provide O&M of the plant for a period of 25 years from the date of commercial operation.

The bidder shall quote a single tariff for the entire PPA duration of 25 years, with tariff ceiling fixed at Rs3.70/unit for plant sizes of 10 KWp or smaller, Rs3.35/unit for 11-100 KWp, and Rs3.20/unit for plants above 100 KWp.
